환경운동연합 성명서-UNEP의 부실한 4대강 평가 환경운동연합 (서울=뉴스와이어) 2010년 04월 23일 [15:01]-- 22일 유엔환경계획(UNEP)은 한국의 녹색성장 정책을 소개·평가한 ‘한국 녹색성장 정책 보고서’를 발표하고 이만의 환경부 장관에게 이를 전달했다. 환경부 보도 자료에 따르면 유엔환경계획은 ‘한국이 세계 녹색성장을 선도’하고 있고, ‘4대강 사업을 통한 생태복원시도는 칭찬할 만하며 물문제해결과 지역경제 활성화에 기여할 것이라 전망 한다’고 밝히고 있다. 결론적으로 유엔환경계획의 이번 4대강 사업 평가는 부실하다. 4대강 사업의 효과에 대해서는 다분히 과장되게 평가를 하고 있지만 정작 4대강 사업의 치명적 문제점에 대해서는 수박 겉핥기식으로 뭉개 놓거나 모호하게 언급하고 있다. 이는 유엔환경계획의 이번 4대강 사업 평가가 과연 공정했는지 의문을 갖게 하는 대목이다. 유엔환경계획은 보고서에서 ‘한국이 기후변화와 기후변화가 강수량, 홍수와 물에 미치는 영향과 관련해서 겪고 있는 문제들은 매우 심각하다. 4대강 사업은 이 문제들에 대한 답을 찾고 있다’며 ‘4대강 사업은 국가 경제와 주민들의 삶을 위한 중요한 환경적 사회기반시설(인프라)을 제공함으로써 많은 긍정적 효과를 가져 올 것으로 예상 된다’ ‘4대강 본류와 그 지류의 생태 복원 시도는 칭찬받을 만하다’라고 말하고 있다. 그러면서 ‘사업의 규모와 4대강의 민감한 생태계를 고려해서, 신중한 환경적 접근이 요구 된다’라고 기록하고 있다. 22일 이명박 대통령 역시 서울 삼성동 코엑스에서 열린 `제4차 환경을 위한 기업 정상회의(BAE)'에 참석해 ‘4대강 살리기 사업이 물 부족 해소의 대표적 사업’이라고 강조했다. 유엔환경계획이 한국의 4대강 사업이 기후변화의 답을 찾고 있다고 말하기 위해서는 구체적인 근거가 제시돼야 한다. 전문가들은 대통령의 22일 발언처럼 현재 4대강사업이 가뭄과 홍수를 유발할 기후변화에 대처하는 것을 가장 중요한 명분으로 내걸고 있음에도 불구하고 기후변화가 한반도에 미칠 영향 평가나 취약성 평가도 없이 막연히 기후변화가 가뭄과 홍수를 유발할 것이라는 가정에 기초하고 있다고 지적하고 있다. 한국이 기후변화를 대비하는 것은 맞지만, 그것이 무조건 강을 막아 물을 가둬두는 것은 잘못된 것이라는 것을 말하는 것이다. 그리고 ‘4대강의 민감한 생태계를 고려해 신중한 환경적 접근 요구’라는 유엔환경계획의 표현은 4대강에서 벌어지고 있는 현실을 모르고 하는 이야기이다. 4대강 사업의 계획과 추진이 전광석화처럼 불과 1~2년 안에 진행되는 상황에서 신중한 접근은 처음부터 불가능하다. 한국의 현실이 강행을 위한 홍보와 설득만이 있는데 어떻게 신중할 수 있겠는가? 그리고 4대강 곳곳에서 연일 멸종위기종의 존폐 문제가 드러나고 있다. 4대강 사업의 환경영향평가는 단 몇 개월 만에 끝난 부실덩어리였다. 그것을 증명하듯 환경영향평가서 상에 누락된 지역이 나오고, 공사 과정에서 생태계 피해는 물론 수질 오염, 주민 피해가 계속해서 일어나고 있다. 4대강 사업은 오로지 대통령을 위해 대통령에 의한 사업일 뿐이다. 여기에 유엔환경계획이 현실을 배제한 체 정치적 편파 판정을 하고 있는 것이다. 국제기구로서 유엔환경계획은 신뢰성과 공정성을 반드시 갖춰야할 대목이다. 환경연합 4대강 특위는 유엔환경계획이 한국의 4대강 사업에 대한 잘못되고 편파적인 평가로 스스로 신뢰성과 공정성을 상실했음을 지적한다. 환경연합은 유엔환경계획의 잘못된 4대강 평가를 바로잡기 위해 국제적 단체들과 공동 대응을 모색할 것이다. 이미 지난 3월 지구의 벗 인터내셔널 의장이 한국의 4대강 현장을 둘러보며 국제적 저항운동을 선언한 바 있다. 환경연합은 국내외의 각종 국제 행사에서 4대강 사업의 진실을 알리는 활동을 끊임없이 벌일 것이다. 뉴스출처: 환경운동연합 회사소개: 환경보전을 위한 교육, 홍보, 캠페인, 정책제안 등의 활동을 하는 환경단체 보도자료 통신사 뉴스와이어(www.newswire.co.kr) 배포 Republic of Korea to host critical United Nations green business summit and environment award http://www.unep.org/Documents.Multilingual/Default.asp?DocumentID=594&ArticleID=6280&l=en&t=long First global gathering of business leaders after COP15 to be powered entirely on renewable energy Seoul (Republic of Korea), 21 August 2009 - The Republic of Korea will host the Business for the Environment Summit (B4E) and Champions of the Earth Award in Seoul next year to coincide with Earth Day on 22 April, the Ministry of Environment of the Republic of Korea and the United Nations Environment Programme (UNEP) jointly announced yesterday.
